 Quarterly Funding for Volunteer and Part-Paid Departments

On a quarterly basis, the SFMO Fire Department Services Division is responsible for submitting to the State Treasurer a list of all volunteer and part-paid fire departments eligible to receive a portion of funding allocated from the Municipal Pensions and Protection Fund and the Fire Protection Fund.

This list includes volunteer and part-paid departments that have met all eligibility requirements as cited in Senate Bill 343 indicated below for the quarter in question:

Senate Bill 343

The SFMO Fire Department Services Division is responsible for submitting to the State Treasurer a list of all volunteer and part-paid fire departments that are deemed ineligible to receive a portion of funding allocated from the Municipal Pensions and Protection Fund and the Fire Protection Fund.

This list includes volunteer and part-paid departments that have not met all eligibility requirements as cited in Senate Bill 343 indicated above for the quarter in question.

Fire departments that fail to submit fire loss data (NFIRS) reports by the quarterly funding due date will have their name removed from the eligibility list that is sent to the WV State Treasurer’s Office (WVSTO) and put on the ineligibility list. Those department’s funds will be held in accordance with the WVSTO policies and procedures. Those departments placed on the ineligible list shall have a grace period in which to comply with submission requirements. If the department does not come into compliance by the end of the grace period, the withheld funding for that department is reallocated in accordance with the WVSTO policies and procedures. 

For example: 
April, May, and June 2012 NFIRS reports are due by close of business on Friday, September 28, 2012. The grace period for that quarter shall end on Thursday, December 27, 2012.

If a department is experiencing problems (technical, personnel, etc.), they should contact the Fire Department Services Division as soon as possible in order to get assistance in complying with reporting deadlines and to avoid possible loss of funding for the quarter.

Certification and Disbursement Application For State Funds Insurance Premium Tax Money

Once a year, the SFMO requires all volunteer and part-paid departments to submit an updated “Certification and Disbursement Application for State Funds Insurance Premium Tax Money”. These forms are mailed to all departments no later than the end of December. They must be completed, signed (Chief’s signature) & dated, then returned to the Fire Department Services Division no later than January 31st. All incident reports for the previous year must also have been submitted to the office.
